Connections at PHX: the honest numbers
The indicative minimum international-to-international connection at Phoenix Sky Harbor is 90 minutes on a single booking with bags checked through. On separate tickets, add roughly 90 minutes: you'll collect bags, recheck them, and re-clear security — and no airline is obliged to help if the first leg runs late.
Transfer specifics
- The United States runs no sterile international transit. Every arriving passenger clears Customs and Border Protection even when only connecting, so you formally enter the country for a two-hour layover. Visa Waiver Program nationals need an approved ESTA; everyone else needs a C-1 transit visa or a valid B visitor visa. After CBP you collect your checked bags, recheck them and clear security again.
- Phoenix has just two active terminals, 3 and 4 — Terminal 1 was demolished in 1991 and Terminal 2 closed in 2020, so any guide mentioning them is badly out of date. Terminal 4 carries about 75% of traffic, with American, Southwest and most international carriers; Terminal 3 handles Delta, Alaska, United, Frontier and Hawaiian.
- The free PHX Sky Train connects both terminals, the Rental Car Center, East Economy Parking and the Valley Metro Rail station, running 24 hours every three to five minutes with a terminal-to-terminal ride of two to four minutes. Most connections happen within one terminal, and all concourses inside a terminal are connected airside — so you only re-clear security if your itinerary actually crosses between terminals.
- One thing we cannot resolve: sources disagree on where international arrivals are processed. Some place customs and border control in Terminal 4; others put international baggage claim and customs inspection on the third level of Terminal 3. Both are plausible given the airline split, and the airport's own materials do not settle it clearly. Check your arrival terminal on your booking rather than planning around either answer. Either way, all international arrivals exit into the public area after customs and are re-screened.
- Phoenix recommends two hours before a domestic departure and three before an international one. Terminal 4 security is significantly busier than Terminal 3, particularly 4–8am and mid-afternoon.
Leaving PHX during a layover
You clear immigration on arrival regardless, so leaving is a question of time rather than permission — but only once you hold the ESTA or visa that let you board. Phoenix is closer to its city than most American hubs at roughly three miles from downtown. The Sky Train connects to Valley Metro Rail at 44th Street and Washington, from where light rail reaches downtown Phoenix in about 25 minutes and Tempe in about 15. Five to six hours makes a trip worthwhile. The city is about 25 minutes away one-way; as a rule of thumb you want 5+ hours before exiting is worth the queues, and you should be back through security 90 minutes before boarding.
Worth your hours in Phoenix
- Downtown Phoenix is about 25 minutes on the light rail from the Sky Train connection, putting the Heard Museum and the central district within reach of a longer layover.
- Tempe and ASU are closer at around 15 minutes and make a better target if your window is tighter, with Mill Avenue walkable from the station.
- Be realistic about heat. Phoenix summers regularly exceed 40°C, and a midday walk between light rail stops is genuinely unpleasant rather than merely warm.
Staying airside instead
- Terminal 4 has the widest range of services including duty-free, the Admirals Clubs, an Amex Centurion Lounge near gate B22 and a Chase Sapphire Lounge by D11. Terminal 3 has a Delta Sky Club and a United Club.
- Walking distances inside Terminal 4 can be significant across its eight concourses — check your gate early and allow 15 to 20 minutes to reach it.
- There are no luggage storage facilities at PHX, which rules out the usual trick of dumping bags before a city trip.
Sleeping, showers and lounges at PHX
Sleep: There is no airside transit hotel. Hotels sit near the airport and downtown is three miles away, and since you clear immigration on arrival regardless, using either is uncomplicated. The Sky Train runs 24 hours, which helps a late arrival. Airport hotels & sleep pods
Showers: Showers run through the lounges rather than as a walk-up facility, so access depends on airline status or a lounge pass.
Lounges: Terminal 4 has the better provision — multiple Admirals Clubs, an Amex Centurion Lounge and a Chase Sapphire Lounge. Terminal 3 has a Delta Sky Club and a United Club. Choose one in your departure terminal, since crossing means the Sky Train and another screening. Book an airport lounge for your layover
Dietary needs: US law names nine allergens but the listed one is wheat, not gluten — barley and rye carry no warning. Southwestern food is corn-heavy, which helps, but flour tortillas are equally common.
Overnight reality: The Sky Train runs 24 hours and Phoenix is quiet overnight. With no luggage storage and no airside hotel, an airport-area hotel is the sensible answer to an overnight connection.
PHX layover FAQ
How many terminals does Phoenix Sky Harbor have?
Two active ones: Terminal 3 and Terminal 4. Terminal 1 was demolished in 1991 and Terminal 2 closed in 2020, so any guide referring to them is out of date. Terminal 4 handles about 75% of traffic including American, Southwest and most international carriers; Terminal 3 has Delta, Alaska, United, Frontier and Hawaiian.
Do I need to re-clear security when changing terminals at PHX?
Yes if you cross between Terminal 3 and Terminal 4 — the free PHX Sky Train connects them but drops you outside security. Within a terminal, all concourses are connected airside, so a connection between concourses in Terminal 4 needs no second screening. The Sky Train runs 24 hours every three to five minutes and takes two to four minutes between terminals.
Where do international flights arrive at Phoenix?
Sources conflict, which is unusual. Some place customs and border control in Terminal 4; others put international baggage claim and customs inspection on the third level of Terminal 3. Given the airline split both are plausible, and the airport's own materials do not settle it. Check your arrival terminal on your booking rather than relying on a guide.
Can I store bags at Phoenix airport during a layover?
No. There are no luggage storage facilities at PHX, so a trip into the city means carrying whatever you have with you. That is worth knowing before planning a downtown visit on a long connection.
